That's not what I meant, and having spent many hours making graphics for DBC 14 I do understand the effort that goes into it. The image quality as uploaded appears fine, it's just in match the images appear much lower quality than they appear in the academy.

The resolution of images on downloaded kits are quite low aren't they. Looks like the resolution used at greater distance. Is this meant to be something for performance, or was it some kind of error?

You can ask @Ross about the levels of piracy on the PC version if you want. I don't necessarily agree with the decision, nor am I convinced that it long term will have the intended effect, but I respect that it's how they are many other companies deal with the issue.
