I think it's more of a sign of where England is at with limited overs cricket. Only India could replace the 20 players that are unavailable and still compete with the team that finished fifth in the last World Cup.

In this XI Simpson is the only real outlier - Buttler, Bairstow, Billings, Foakes, Banton (there's Bracey too) would all be picked ahead of him. A lot of the others would be playing for other international teams.

Stokes is a World Cup winner, Malan is the number 1 T20 batsman, Vince has played about 40 matches in all formats for England. Mahmood, Overton, Parkinson, Salt, Crawley, Gregory have all played for England and/or in franchise cricket. Carse has played for the Lions.
