From reading a little more into it, it seems the BCCI would've have been well aware of the ground potentially not being fit to host a match but they've gone ahead with announcing it. Really shoddy treatment of fans in India and those travelling from Australia.Can understand this sentiment when the tour is amongst the really important ones in the cricket calendar for the home board and the state/center hosting it. In India, IPL is the prime focus (and rightfully so, according to my opinion; the league is the envy of world cricket right now with the kind of eyeballs it generates) and so probably Dharmashala is racing against time to get the ground ready for IPL games, which is returning to the "home and away" cycle after 4 years of COVID pandemic.
I know some pseudo-nationalist folks and test cricket nostalgists will argue on this, but test cricket comes much later after IPL -> Intl T20 Cricket -> ODI Cricket.
Not 100% sure but I think this was the state of the outfield in December, when they announced the host venues.
