Will there be stadium creation option available in consoles ?

Absolutely..Thats the main reason for creating stadium creator or even other modding and creating options, to be able to create, edit and share across all platforms...

Yes, you will be able to.

The only things limited on console are the image import functions - such as using overlay images when creating a player or importing SVGs into the logo editor.

Can a World Cup now be played in one country rather than just at home teams venue?

In the team home stadium you are not limited to one ground per team. If you wish to have a world cup in one nation possibly you could add 5-10 grounds/stadiums to a team's home stadium/s

Yes but that isn't exactly what I meant, that sounds more like a workaround. Their is easier way to resolve this in create a competition I feel

Maybe there will be an option to flag certain grounds for international use. Then when the said WC comes around you only play in flagged grounds from that nation.
World cups aren't always in only one nation so the lack of grounds in one nation could be bulked up by a dual host.
The problem with what your saying is over a 20 year career you would have to design 5 would cups assigning teams, grounds etc which may or may not correlate to current affairs by the time you get there, before you begin the career. I am as eager as any to find out how the career will pan out but hopefully we'll know more after premiere.

Does a test series in career mode count as a tournament in that sense?

Awesome. It would also be cool if you could assign default pitch conditions so each ground has an identity.

It would mostly. The career mode will be importing the data from the academy database, so yeah, I guess.
