Do bowlers get tired?

the problem seems to be that in Tests, the same bowler will keep bowling at you until you hit him out of the attack (about 9 or 10 runs each for two overs in a row).
In ODI's the fielding team ALWAYS has the same setup script. 14 overs between the first two, then 6 between the next two. then one of the guys comes off and a 5th bowler bowls, meanwhile the 3rd bowler continues till he finishes 7 overs...
Gets kinda boring. In Tests i find myself striving to keep it realistic by letting the bowlers bowl maiden after maiden so i can hit em out of the attack over a period of 2 overs, and they are replaced and retain 'realistic' figures.
