CTRL + F5 is different from F5. It is called Hard Refresh. This clears the page cache, and any temporary files relating to the page.

Do it after logging out, and see what happens.

I also do it after logging out and close the window but nothing works

Mozzila firefox but when I was using IE I also have the same problem

Press Ctrl+Shift+Del. Select Cookies, and click Clear Private Data now.
See if it works. If it doesn't, I think there is some problem with your computer in handling cookies. You might need to do a virus scan..
