there were just the 3 colours on the kit

The the flag on helmet would be without the wheel.

@bharat: it's been taken from the BBC website. Just right-click and view properties and there it is in all its glory.

At least there is some progression here. The government seems to have a problem because the helmet and clothes travel in the same kit bag as the shoes, and that is disrespectful. I guess they could negotiate and "split the kit and the shoes". Hehehe.
