How do i get the BLIC Bag Viewer to work

Ive downloaded the BLIC Bag Viewer file but i dont know how to get it working and how to add new bats etc. can anyone help me please?

cheers ive downloaded the bag importer will it work with an X-port ofr the PS2 and if so where do i get the files to put in it from?
