How to edit tga files what are they

Please help me i dont knw h ow to edit tga files help me tell what are they for

They're just image files, photoshop opens them.

well..you'll need photoshop to edit / open tga files

and tga files are used for graphical purposes just like .bmp , .jpg etc
not sure exactly the reason "what they are for"
