There are 15 teams, out of them, 11 have a direct qualification and 4 have to go through the qualifiers.... The best possible thing could be, that only 1 from the qualifiers have a chance to qualify for the main round. Or, Another team (from my Associates league) has a direct qualification making it 12 teams and then the top two teams from the qualifiers get a chance to play the big thing. Those 14 teams could be split in 2 groups of 7 teams each. . . . or you can simply remove the qualifiers and divide 16 teams into 4 groups of 4 teams with the top two from each group qualifiying to the quarter-finals. What do you think @VC the slogger?

But, if don't know, 16 teams split in 4 groups gives a fair enough chance to every team and the total number of matches which have to be played including quarter finals, semi finals and final is 31 (excluding warm-ups).16 is an overkill. I'd rather we have 10 direct teams from the leagues of Test playing nations and then 2 more from the qualifying round. 12 is more than enough for a cricketing CL. That can easily be divided into two groups of six each.
The qualifiers can be separated into groups of two - extra nation-based teams in one group and associates in the other. The top teams from each group qualify and that way it makes the qualification of at least one associate side a certainty. Seems fair enough I reckon..

Whilst, 6 teams split in 2 groups for the qualifer makes 6 matches and than the groups make 30 matches and the total number becomes 36, excluding the play-offs or knockouts because I don't know how you plan to make'em. And most importantly, it doesn't give a fair chance to the teams. Think.
