What's the quickest screenshooter? Sometimes when I do a story I can't capture the screem quick enough, I use Fraps but when I press the hotkey it doesn't capture the screen instantly.

Well Fraps is the best out there, so I'm not quite sure why it's doing that. It certainly works well for me anyway so it must be the way you are running it - are you running the game at 1280x1024 but your monitor size is 1024x768?

i got a 9200se so thats pretty bad, so i run it at 640x480 and i have a 1280x1024 LCD

Run it at your monitor resolution and it should be fine enough.
