If they were to do a World Cup edition they would need the license, which I'd say Codemasters were more likely to get given that they had the ICC license for BLIC 2005.

What? There hadn't been a Codemasters cricket game since 1998 before BLIC 2005 so your wrong as there has been Cricket 2000, 2002 and 2004 in between.
