Considering there isn't anyway to make an IPL, I had a crack at an 18-team WPL for ICC2002. It replaces the English CC and is completely unrealistic of course, but its a bit of fun. The eighteen licences were handed out as follows:

All teams were initially selected by a random number generator from pools of players. Each side has one local player as their marque player and after the draft had two zone selections each. Those were:
