I'm on a 20GB on peak and 40GB off peak plan with Optus for about 70 bucks I think. Is that good or bad?

Then it is pretty good, there are some cheaper options and some faster ones. The best one I could find for $70 is a 40GB + 110GB Off Peak ADSL2+ connection (which means it is up to 24Mbps, but depends on where you live as to what speed you will actually get) from TPG.

What's 24Mbps? Is that 24 megabytes per second?

It means 24 Megabits per second which gives a transfer rate of 3 Megabytes per second. 24 MBps means 24 megabytes per second.

Yes.

Depends where you live. If you live in my house (which I'm fairly sure you don't), you would be able to get about 15Mbps (Which is theoretically ~1.6 Megabytes a second), I'm about 1km from my exchange, but I know people who live a few houses down from an exchange which would mean they could get nearly 20Mbps. I know a few other people who only get about 5Mbps, but it is still more than you will get from a 1500k connection.

There are also a few places that get fibre (like Canberra) and many that get cable where you could get even faster speeds.

I have no idea what speed my connection is because i'm no good with things like that, but I often find myself downloading things that are 2gb in a day.

I have a 256/64 connection and downloading a 700MB file took me about 6 hours from a fast server, so that would be about 8:40 for 1GB. So obviously a connection like the one above would be much quicker.
