This draft challenges you in a way I don't think we've seen before. We've seen plenty of cap count drafts and even a tariff draft, but today is... different.
As of my calculations, about 3900 people have played Tests. With some room for error, they fall roughly (VERY roughly) into the following cap counts:

30% | 17-26 Tests |
40% | 11-16 Tests |
50% | 8-10 Tests |
60% | 6-7 Tests |
70% | 4-5 Tests |
80% | 3 Tests |
90% | 2 Tests |
100% | 1 Test |
In order to complete this draft, you must pick one player from each band. That's only 10 players, so your 11th must be uncapped. Here's an example XI I just cooked up:
