You can't they are England Contracted. They never change teams.

1. take charge of England
2. leave out the contracted players
3. they will lose their contracts so you can sign them. sometimes. Ive managed to sign Panesar and Collingwood that way!

the whole england contracts seem a bit odd at times, i have players who have been in my england team for a couple of years but no contract, and players with no test or odi's get a contract! in icc 07 it would be cool if you could pick who gets a central contract
