Depends on what is easier. Those which are easier to do with shapes are done using them. I have obviously traced most of the things here.

Umm, you can make a shape yourself which can be resized too.

Click the 'Pen Tool' option, then on the Options tab, scroll down the first option which would say 'Path' by default, choose shape there. Then it can be resized easily.
