Caesar 4: Any good?

Has anyone got this game, if so how does it compare to Caesar 3?

My nephew loves Caesar 3, but finds it a touch too hard. Is Caesar 4 easier, or would he be better off with Civ City Rome?

I got Caesar 3 for my birthday about 7 years ago, and have always seen it as an excellent little builder. I got Caesar IV but felt they hadn't really built on the franchise and still found it weak compared to the Total War series or Civilisation.

The metacritic score is 7.6 - very agreeable.

The combat is pretty poor, with the main cause set on city building. However, if your nephew liked 3, he'll probably lap up the better visuals and improved gameplay in IV.
