Yeah, table topper should directly be in the finale with 2nd and 3rd placed teams playing a semi.

Exactly. The table toppers automatically qualify for the final while the 2nd & 3rd placed sides battle it out in the Preliminary Final. Obviously, the 1st team gets to pick the pitch for the final while the 2nd placed team gets similar rights for the preliminary final.

Tbh, a six team competition with only champions seems alright. But, if you want more two teams to qualify from ?, then I don't have any problems.
