Config editor version 4

Does anyone know where i can get the above file as I believe i need it to run tutsi's ai version 7(unless i can i use config v2 as i already have this)? I've trawled the downloads section but can't seem to find it anywhere!

There is no version 4. V2 is the latest release.

What do you exactly mean by saying it doesn't respond?
