Sai is right, the pooling of teams in groups will not work.
However, the ICC could still split up teams.

Elite Groups- comprising of the Top Test playing nations.
Other Group- comprising of the Associates + Bangladesh +Zimbabwe.

The league can then start and every year the top ranked team from the Other group could be pushed to the Elite group.

This is something that may just work.
