A transfer system could work, obviously start all teams on the same amount. You could give every team a small stadium, low budget sponsors. Say someone as an example bids 4 million for I don’t know Spiderman, the team could think well I could cash in. With the extra money I could buy more stadium capacity or a Nike sponsor, I still have plenty of good players. Along as they have a minimum squad size, say 13.
