I doubt anyone will be surprised by that news. It's nothing new for us.

He's been VC before, but it was undermined by his performance. Overall, VC isn't a big deal, but if he's someone you might drop, then it looks like a bad choice. He seems to be more of a core player now than three years ago.

Nothing surprising by PCB but appointing Salam Butt as VC isn't a very good thing, he isn't best batsman in squad nor he has any other terrific skills.

Not that it makes him a VC, but yes. Indirectly, I think that shows that he has developed, because he used to be one of those offside players who you could tie down with straight bowling. Signs of a player adapting are good.
