There's no point in assigning random squads to teams. What's appealing about that? And if you take that aspect away which you said makes it unique, then it's just like any other Indian Premier League.
Besides, your Irish Premier League is running quite well by the looks of it. Why not complete that before anything else?

A draft where managers get to select overseas players and internationally capped Indian players (anyone who's played for India since 2010) would be ideal. And then let the uncapped players remain the same as the real IPL squads.

You should keep round rules such as 2 players allowed for each time and with combination of players from two different categories. Like,
i) One capped Indian & One foreigner.
ii) One capped Indian & One uncapped Indian.
iii) One uncapped Indian & One foreigner.

else

Someone who comes first for first two rounds will get a strongest team with 6 better chances.
e.g. Kohli, Dhoni, Gayle, Malinga, 2 better uncapped players and end of the battle for other teams....
