It's because you stole the game.

Go to a shop and buy it like any normal decent person does.

The exe is the uncoded one which it's possible to edit. It might be better labeled as uncoded exe (for editing) and to leave out the 'play without the CD' bit.

The whole NO-CD issue is a sticky one. Its legal to use no-cd exes for games that you own in many countries. However since there is no way to ensure that someone really has bought the game I took a decision to remove the file many months ago. The text you've pointed out must have slipped my attention but the page it points to does not have such a "no-cd" file. The fact that the edited exes can be used as such was deliberately downplayed for this very reason. Precisely to prevent idiots like this one from downloading them for their warez copies and with no legal intentions whatsoever. I have removed the text from the site.
