Yes, its BumpTop. It was created by a man named Ananda Agrawal. It was available for free an year ago, they sold some versions too. Now its acquired by Google, so no free downloads!

My new customized desky. I made new Icons to suit it as well. This transformation was made after I bought new Vodafone SIM and upgraded it to 3G on my new Phone. Have a look.
