i think that to reduce the time the game is stopped when a referral is made there should be a time limit to how long the umpire can take to make up his mind.

Say from when the umpire signals a referal is being made he should have 3 minutes to get back to his place and signal his decision or else it stays as it was originally. the referall were designed to stop really bad decisions from affecting the game, like inside edges onto pad lbw's or edges with 5 cm between bat and ball. not really close benefit of the doubt decisions like faint edges down the legside off the glove, or marginal lbw decisions. If it is taking so long to make a decision about something then obviously it is too close to call and the benefit of the doubt should be given to the umpire. 3 minutes even 2 is long enough to discover a monstrous edge or bad decision of any kind. thats what its there for.

Then captains will stop using it for silly really close things coz they know there wont be enough time to get a conclusive decision.
