If you look in Nokia Open, Japan: Rules, Schedule and Format (Mentioned under archives in the index too), you can see that it's quoted that:

If there is a tie for a specific position, their past matches against each other will be considered. If still there is a tie i.e, both have won one each against each other, then there'll be a tie - breaking separate match.

However, now the situation of a tie - breaker match disappears as the rounds are reduced to 9 from 18, so, the results certainly has to come out from their past match!
