What happens at magnetic hill?

At the magnetic hill, the car automatically gets attracted towards magnet. Also there is magnetic sand and all iron things get attracted :)

There is a Mark on the road where you have to park your vehicle and then switch off the vehicle and you will see it being attracted

I have been through this place in December when its more colder but still decent enough snow.

It is an optical illusion. I can explain a little, the surroundings create an optical illusion that makes a slightly downhill road seem to be uphill, hence the vehicle appears to be moving upwards, when it's actually moving downhill.

Yeah, I am 'seriously' wearing a tshirt, lol. :p

To be honest, it wasn't that cold. It only gets chilly once the winds pick up.

As Varun said, the magnetic hill is an optical illusion. Once you park the car it 'appears' to move uphill, whilst in reality it's just going down.

Surprisingly, there wasn't much snow at Khardung La (the highest place one can visit by road). Baralacha La which is about a day's drive from Manali had tons of snow despite being about 2,000 feet lower than the Khardung La.
