I'll second that. TweakXP is pretty good but its not free and neither is at as featured as Microsoft's Group Policy editor (gpedit.msc) which is available with WinXP professional.

it's free, I am using it.
as for MS GPediter, almost thousands of those options are unnecessary, and hardly tweakable.

All things that can be tweaked for a better experience are either listed in the WinXP tweak guide / Tune XP.
