Before I decide on if I want to run a domestic competition. Can I ask, how I would simulate the games? New to all this sorry.

Most managers (including World Cricket Conference) use Syedur Rahman's Cricksim, information about how to run it on windows (using DOSBox) can be found here

Absolutely.

Btw, there is zero compulsion to run domestic cricket, but if you choose to, you can run it however you want to. There are some limitations and guidelines present in the Domestic System post regarding number of teams, players, venues etc... But as far as simulation goes, you can choose to sim it using anything.

You can use the CrickSim simulator that most people use, but you can also use Cricket Coach, Cricket Captain, Cricket 23, or any other game/sim you want.
