Namibia has ODI status. I don't know how many matches they are likely to host in the World Cup anyway. I'd expect the majority would be South Africa and Zimbabwe. I think, like @icyman, says it's purely down to the fact they see the US as big market to crack. Having a tournament there without the hosts would mean it registers very little interest beyond existing cricket lovers.
