It will be out on the day the World Cup starts. Fully licensed but you have to purchase players using DJ coins. DJ coins can be earned by batting, bowling or by paying in the EA store for them with real money. For example: Virat Kohli is worth 15000000 DJ coins. In order to unlock him you need to bat for 15000000 minutes or pay £150 pounds. I can't wait. But I'm worried I'll be killed for telling you this.
 
If they are working on a new game engine, then that would likely be a long-term project, it probably wouldn't be part of the games in development for 2019 release. There's no reason why the new game engine can't be worked on in parallel with game development. They have enough people for that.

Had they changed the bowling animations instead of using the mocap for celebrations and mascots , they probably have sold more copies. The public want novelty in gameplay not stupid celebrations.

Depends on how many people you have working on it, but I'd usually say 18 months absolute minimum to build an engine from scratch. Although depends on what they mean: in franchise games often "new engine" is used as shorthand for "new codebase", IE a move away from the base engine previously used. It could be built on to the basics of an existing engine. But I'd still say 18 months: definitely wouldn't be part of a 2019 game if it's not yet begun.

Speaking as a member of the public I can safely say if there were 50 bowling animations instead of 50 celebrations I'd definitely buy this game.

The good thing about that in my eyes is;

whilst they may seen trivial, it possibly means that BigAnt are getting more use and more skilled with their relatively new mocap equipment

so all those things may hopefully result in better quality mocap if/when there is a new game
