Nothing to add on, all my views have already been mentioned by somebody. As for the first three I agree with the majority of you, and for the last one, I somewhat agree with Themer (the following post):

Still going over it but possibly there's a bus driver, he's swapped someone the cop was investigating (hence the "he tried to get a closer look").

As for the girl gawd knows. Sounds like she distracted him unintentionally as well, not that that makes it any clearer whats so ever.

That basically means I'm not sure. She might be a roleblocker or not, for the 'Huh, it's not him' is quite confusing. Shows that the guy (either the cop or tracker) did know something. Perhaps she's a poisoner or some secretive role of that sort? Just a speculation.
