DBC 14 PC low fps problem

Just reinstalled vanilla DBC14 on the PC again via Steam and I am shocked that on the latest gaming laptop I get 24fps-28fps !!

No mods, nothing else installed. Plain steam version.

What gives?

Specs: core i7 6700hq, gtx 1070, 16GB DDR4, 512GB SSD.
