At the very bottom of any page on the forums there is a drop-down box from which you can choose the skin you want. I use the England one.

And on the testing forum there's a link in a similar spot that brings up a theme selection box.

Most of them on the testing site are still a work in progress, because people weren't supposed to find the testing site yet.
