I would not recommend that. The chances of win by the best entry gets just a little reduced by doing so especially in case of a tie. Let us assume there is 3 entries: A, B and C. Now if it is a tie there in between say A and C, it is mandatory for C to not to vote for the entry C. Now, if B votes for A while A and C remains inactive, A will win but what about the entry A? It was supposedly the better entry overall?

Okay, I admit that is a real bad explanation but I hope you get my point. It is better that the participants are not allowed to vote.
