If you want to create a Wallpaper or Profile Picture like this

If yes open a new document in Adobe Photoshop, then select a photo and paste it in it

Then select the writing tool and write anything.I will write Mahendra Singh Dhoni

Then select Filter/Stylize/Wind Effect

Use the Wind Effect from left and it will look like this:-

Then Duplicate the layer

Then use the Overlay blending option

Then use the smude tool and smudge the pic!

Then use the Lightning effect like this :-

Finally you will get:-

Its too much smudge on that one mate. It makes rickys face to unclear. Nice lighting though. I dont think you need text for these though, they just look out of place tbh. kiu
