Based on how many capped retentions you have, you will be able to make a certain number of overseas picks. Read the rules.

If you don't have enough capped players, then you will have to fill the remaining spots with local players to get the final 15.

Basically, just go to your respective domestic tournament cricinfo, head to Stats, click on View All Stats and below the "Player Averages" section, just pick your team.

And i guess having a player pool for the draft would be boring, so pick anyone you want as long as they still play the List-A format (not retired and played at least one List-A match in 2023 barring any injuries).
