I don't think he ever explicitly retired from any format other than making himself unavailable for national duty under the current regime. He might not have played a List-A or ODI game in a while, but then again there wasn't much cricket going on last year. And Amir definitely wasn't going to take part in Pakistan's domestic season after being given the cold shoulder by PCB.
Very similar to how Rayudu 'retired' from cricket even though he was playing not long before announcing it, and played after announcing it. So I allowed someone in IODC to pick him. I think it was KKR.

They only came up with The Hundred to find a loophole in their contract with Sky and put it on free-to-air television, to increase cricket's popularity in the UK. I don’t get why everyone likes to shit on it.

My problem is that they could've had a proper T20 franchise tournament modeled after the IPL or BBL, and they chose to not have it. Whatever the reason may be.

Because of their contract with Sky, they can’t sell the broadcast rights for any tournament played in the three traditional formats to anyone else. So they found a loophole by creating a new format, and put it on free-to-air TV.

Haider Ali
One of the most exciting young and dynamic Pakistani batsmen, the man from Attock, Haider Ali is now officially a Qalandar. Haider is representing Pakistan in two formats already after a meteoric rise through the ranks of Pakistan Cricket circles, and Qalandars are ecstatic to have secured his recruitment.
"We would like to extend a very warm welcome to our new Qalandar, Haider Ali. He's been on our radars for the previous year or so, and his selection is yet another feather in our team's cap. After Kane Williamson, we were looking for an enforcer and we couldn't have had a better option!" said a Qalandars spokesperson.
Haider seemed quite happy and excited too. "Time for a new partnership with the Qalandars. Grateful to Asad bhai and Ahmed bhai for their trust. Time for some Haier Cup then!!!"
