I like division as it allows strength vs strength . It would also allow you to expand the test playing nations easier by putting the smaller teams gradually into the second division to make a start.

"Election of ICC Chairman

Following on from the February 2016 meeting decision to urgently re-establish the ‘independent’ position of ICC Chairman, the Board agreed that the election of the ICC Chairman by the Board will be held through a secret ballot in late May after all constitutional amendments have been approved by the Full Council in the coming weeks.

The election process will be overseen by the ICC’s independent Audit Committee Chairman and all present and past ICC directors will be eligible to contest the election. However, candidates can only be nominated by a fellow ICC director who, in turn, will be allowed to provide no more than one nominee. Any nominee with the support of at least two Full Member ICC directors will be put forward as a candidate for election.

The elected independent Chairman will not be allowed to hold any national or provincial position with any Member Board."

If this is true, then Manohar will have to either relinquish BCCI chairmanship or ICC Chairmanship (the article addresses Manohar as the ICC Chairman). He can't be both at the same time.

Six questions for the ECB
  • What is the ECB's vision for how the International Cricket Council should be run?
  • Does the ECB feel that Transparency International (and Lord Woolf before them) has been fair in its criticism of the International Cricket Council for failing to adhere to recognised governance standards, including increased accountability and transparency? And if so, as an influential board at ICC are the ECB prepared to publicly commit to tackling these problems?
  • Will the ECB be putting forward Giles Clarke as their nominee for ICC Chairman? And if so, does the ECB think it is appropriate to be endorsing someone who played such a prominent role in reforms that have been widely condemned as bullying, inequitable and ignoring the need for those basic governance standards detailed above?
  • Would Giles Clarke be required to step down as President of ECB before putting himself forward for consideration as Chairman of ICC?
  • Can the ECB give full disclosure as to the terms of Giles Clarke's Presidency of the organisation?
  • What do Giles Clarke's duties as President of ECB entail? Are they limited to representing the board at ICC?

Current the conflict of interests still stands - so yea Monohar has to relinquish one position.

If that's the case, Manohar should be ICC Chairman and let someone else take up BCCI President ship. From what has been seen so far, Manohar is doing a good job in undoing the actions of the previous regime (i.e. NSR).

I guessed it right! BCCI can find someone else. For a guy like Manohar, ICC would be the best place for him to be where he can be fair and bring things to normalcy

However I hear rumors that Sharad Pawar might replace Manohar in BCCI. I dread that thought! Can't they find someone else?

That better be just a rumour.
 
Damn this Lodha commission really hitting the BCCI hard, even though Monohar seemingly trying to undo the bad rep the board had under Srinivasam and Pawar. BCCI could bully & manipulate world cricket with their money & IPL - but not their own government/supreme court is having none of it!
