No, he would be allowed as a U24 player since the U24 ODI limit is being scraped. So that'll be good for you.

INTERNATIONAL EMERGING TALENT LEAGUE
Season 2

Season 2 is not far off, but before we get started, I thought I'd better let you know of the changes that are coming.​

-There is now an age limit on players in your squad. All regular players in your squad must be 30 years old or younger (U31). This does not apply to your veteran players.
-The ODI limit on U24 players is gone. You can now pick U24 players who have played more than 50 ODIs.

Now that the rules regarding U24 players have been relaxed, I thought it be a good time to slightly increase the presence of U24 players in squads. So the new squad structure is now:
* 2 Veteran players (any age, any number of ODIs played, must be currently playing international cricket)
* 9 U24 players
* 7 regular players (must be U31 and played 50 ODIs or less)
* You must also have a minimum of two wicketkeepers, 1 of which must be a full time keeper

So basically the current U24 and regular player numbers have been switched.

With these new rules, a few players in the existing squads will be ineligible to compete as they are either too old, no longer under 24 years of age, or, in the case of regular players, have played more than 50 ODIs.

The cutoff date for ages and ODIs played is the 9th March 2011

ND Knights: Brad Hodge, Dirk Nannes, Mark Ramprakash, Rangana Herath
Sydney Superstars: Thilan Samaraweera

Mumbai Goldminers: Ryan Harris
Delhi Dragons: Simon Katich, Ryan Watson, Adam Voges
London Royals: Trent Johnston
Hobart Falcons: David Hussey
Melbourne RC: Saeed Ajmal, Dimitri Mascarenhas, Morne van Wyk, Andre Adams

Players no longer eligible (regular players with more than 50 ODIs):

Sydney Superstars: Dale Steyn

All the above players can be retained by replacing them with your current veterans. (eg: Liverpool could choose to release Graeme Smith as one of their veterans and replacing him with Swann.)

Players no longer eligible as U24 players:

ND Knights: Moises Henriques & Hamish Bennett
London Royals: Imrul Kayes

Players no longer eligible as U24 players are now considered regular players and can be retained as such.

Player retention

As most teams are already losing players due to ineligibility, I will not set how many players you need to release. You will need to release a few regular players to make way for the additional two U24 players each squad needs.

Post your player releases here in the thread and later on I'll talk you through the small draft we'll need to have.

Well you can swap out one of your veterans for Steyn but then, with the way Vettori went, I doubt you'd play him much.
