I would of started with all leagues that have completed at least one season in tier one, and all others in tier two.
Then I would move leagues into tier one when they finish their first season.
If tier one then gets too full, maybe introduce another tier for leagues that have completed two seasons.

Tier 1 is still filled with leagues that have done well here Tier 2 also have the same. Top two standings of this Tier 2 are very far ahead of other 4 nominated. Hence, no wonder that their efforts are going to take them higher to one level & compete with some more outstanding efforts.

Totally a different league and best managed.
Since the first season I have been there, and there is no drought fallen in that league till now.
It's always active, and management of that league is good.
