Ok, how about this? You pay a one off fee, and then every month afterwards in which you participate you pay a smaller fee.
 
Hence why you would need a license.

Also, say it would be just ICC 2009, and I would need the contestants honesty for them to only give screen shots taken of games played after the present.

Just Played with Essex on Icc 2008 vs Kent in the FPT

They batted first and When Key and Denly put on 110 for the first wicket i looked in trouble but Ten Doeschate and Napier took wickets and i bowled them out for 203


I Stuggled to get decent scores all the way though with only Ten doeschate 39 off 38 and Chopra getting any runs. We got reduced to 175-7 but Middlesbrook and Tudor got us over the line with a 29 runs partnership we won with 7 balls left.

We could have like a record book maybe and whoever has the most points at the end of the month or something recieves like 20,000 vcash.

There is a issue with this though some people might just bat slowly in order to get Vcash?

Every time i play kent i always get a close win

They batted first and got 326-5 :( with Denly getting 163 off 129 not out

My Reply started badly with losing Pettini and Napier early but Westley an Bopara put on a very quick 100 Partnership until Westley was run out on 48. Ten Doeschate then hit a quick 23 but he fell leaving us at 150-4. But Grant Flower and Bopara put on 107 for the fifth wicket until Flower was caught behind on 57 of 50 balls. Disaster then struck with Bopara out for 100 of just 88 balls leaving us at 265-6. Phillips was out soon afterwards and Foster and Wright were out in 2 balls leaving us staring defeat at 285-9. But because of Bopara and Flowers's onslaught earlier we only needed around 3 and a half an over. Surviving LBW appeals and edges Kaneria (19 off 18) and Westfield (20 off 26) put on 42 to win the match with 13 balls left.

probably get quite a few of these with Essex since i have rubbish bowlers (Except Kaneria) and a strong batting line up
 
I think some of those might be a bit too generous, particularly 20 run win in T20 or One day, or 5 overs left when chasing in OD.
