There is no requirement to give out names when giving reputation. If someone is abusing you through the reputation system, or you feel that you have received negative rep for an invalid reason, please PM a global moderator or admin.
As Kev has hinted at, there are ways to get positive reps:
1. Post sensibly when everyone else isn't.
2. Make a well thought out, well written, interesting and informative post.
3. Write a good article if you're a news team member.
4. Create a good patch.
5. Be funny, but intelligently funny.
6. Start a good thread
And there are ways to ensure you'll get negative reps.
1. Ask for reps. Personally, I always give negative reps if I see someone asking for reps.
2. Type in "txt spk". It doesn't make you look cool, it makes you look like an illiterate idiot.
3. Say something really stupid.
4. Be racist, sexist, homophobic, etc... though this will also get your post deleted, and possibly lead to a ban.
5. Post spam, be a troll or flame people.
6. Complain about getting negative reps.
