It would be better to adjust the values of the internationals, I think, based on their real field performance. There were probably plenty of internationals who were rated high but did not perform on the Twenty20 field.It's only due to the expansion of the tournament, I hope you realise that. We'll see what we can come up with.
Alternatively, you could do what the NBA and other North American sports do with an 'expansion draft'. Essentially, each team is allowed to protect a certain number of players from the team (I believe it was 8 for the NBA, most recently). The expansion teams then take turns picking from the eligible players on the other teams. They can only pick up one player from any given team. I'm not sure if there are other restrictions... you can read about them online.
To protect the investments that teams made last year, I would suggest a similar expansion system. I am going to assume that each team has 3 internationals (right?). So let each team have the right to protect 2 internationals. The two expansion teams then need to come back up to par and pick up to 3 internationals themselves, or until the players run out.
