Each team will have at least one staff member who can do all thread-related admin. There will then be time for one or two members to join each franchise as a sort of senior leadership thing, and then everyone else will be allocated to teams.

Will there be spending caps? If so, how much?

Not exactly sure how the mechanics of this are all going to work yet, but we will try to keep the teams relatively equal.
