it doesn happen that regularly .. its a game of randomness bt yea ...u wil surely get good results in alternate years ( mayb b 3 ) ...
ive got youth of bolwlers bowlin avg 7, batsman battin avg 102 once ..!n they were all time greats !

but when I increased the budget level to 30000 and then to 50000 , I noticed in the Youth List that there were no changes...i mean the same fellows were shown during the increase/decrease...

It doesnt happen immediately, they will be better the next season
