Obvioulsy banned and then improving is one way. If a member has been on mod preview and improved heaps since then they could also come into this category.
It's more for the staff to decide who gets in this category.

Ummmm it would help if you put your DOB. How are we to know how old you guys are if you don't put your year when you were born and not just the day and month.

Like aussie1st says being banned isn't a criteria for winning most improved member. It's just about showing improvement in your attitude, quality of your posts etc. Generally the members nominated have been mod previewed or banned at some point but that's definitely not a criteria.

Just one question for u guys!Saurabh joined in May 2005 and Sid joined in June 2005.
But Farrukh and I joined in August 2005 so how come they are considered as new member.I don't have any problem with current nominees but some of them doesn't make logic.And the best thing will be we encourage new members work instead of Staff members and patchmakers bcoz I have seen some guys who have done good job for PC.I know you will be thinking that I am selfish but i am not bcoz I don't care about awards my only aim is to learn that's why I am here.But u should look into the matter which I am talking about.

I dont know about Saurabh,but I joined here on 28th June,which is nearly July I suppose and so its after the last PC awards,hence I was included.But none of the staff have added themselves(atleast I havent added myself in any category,infact I tried to remove myself from a couple but wasnt allowed to).I dont mind myself being removed from that category at all.

Good work should always be appreciated and rewarded, it doesn't matter if that good work is done by staff members, patchmakers or normal members. If you don't like staff members and patchmakers to be nominated, then don't vote them, simple as that. Peoples are nominated by staff members and not just by a single person so there is no point in questioning their decisions and their ability.
