Yes, you are right!

The problem with transferring is that all the players would prefer to go in a winning team, while the managers of the winning teams wouldn't like to transfer players, because he already has great players (A winning team wins only because it has great in-form players!)

A possible solution would be to remove all inactive players & replace them with new ones!
